Role Overview:
Reporting to the Chief Risk and Assurance Officer, the ICT Relationship Manager (EL 1) works under broad direction, exercising a high degree of independence and professional judgement to ensure the effective delivery of ICT contract management across the AOFM.
As a dedicated account manager, the role builds and maintains relationships with internal and external stakeholders, establishing needs, providing advice, and negotiating to achieve positive outcomes and a high standard of ongoing service for the AOFM. This includes managing the Memorandum of Understanding (MOU) with the Department of the Treasury to ensure ongoing quality and value-for-money of outsourced ICT services.
Exercising highly developed analytical thinking and problem-solving skills, the role identifies and resolves contract-management and service delivery risks to ensure ongoing positive relationships with key stakeholders and improved outcomes for the AOFM.
Key Responsibilities:
Key responsibilities of the ICT Relationship Manager include:
- On behalf of the AOFM, manage ICT services contracts including being responsible for all contract management assurance and procurement activities
- Liaise and negotiate with providers for major ICT contracts and renegotiate deliverables to meet required objectives and AOFM user needs
- Ensure existing ICT contracts are reviewed for continued need and value for money and actioned prior to expiry
- Manage the MOU contract with the Department of the Treasury, including:
- Negotiating service level agreements to ensure that the needs of the AOFM are clearly articulated, understood and met
- Monitoring service provision against agreed-upon metrics outlined within service level agreements, ensuring quality and value-for-money on behalf of the AOFM.
- Proactively manage risks to meet the AOFM’s ongoing ICT operational requirements, escalating issues for resolution as required, and ensuring that teams across the agency:
- Have the necessary ICT tools, equipment, and software to perform their roles
- Are supported by plans to ensure continuation of core ICT functions, protection of information, and minimisation of business disruptions during adverse incidents.
- Ensure cyber-security governance arrangements are in place for key business applications used by the AOFM
- Develop and oversee budgets, financial forecasts, and expenditure tracking for contracted ICT operations
- Provide advice to the Chief Risk and Assurance Officer and broader Executive on the strategic direction of ICT, in addition to information and data management across the agency
- Provide a significant contribution to innovation and business improvement strategies, particularly in support of the key functions of the AOFM
- Undertake activities with an awareness of their possible impact on strategic or operational outcomes for the AOFM
- Attain and maintain an extensive understanding of the role and responsibilities of the AOFM, including an understanding of the APS operating environment more broadly
- Ensure in-depth knowledge of and compliance with legislative, policy and regulatory frameworks
- Represent and explain the views of the AOFM at cross-agency meetings.

- Demonstrated high-level experience in contract and account management, including the management of provider relationships and service provision to ensure that needs are understood and met
